Jobs hit in Qld dept's IT&T plan delays

The five key jobs in the division, including Spinaze's position of general manager, are currently up for grabs.

Spinaze, who re-applied for the general manager's position, instead has been made director of infrastructure development, a new post created within the division.

It will focus on providing infrastructure to aid the take up of new communications technologies within the state.

A new general manager should be announced within weeks, according to a government spokesman. Announcement of successful applicants for the remaining four posts is expected to take longer.

It has been more than 12 months since then newly-installed Communication and Information Minister Terry Mackenroth promised to announce a strategic plan "within the next few months".

Although initial drafts have been circulated for public comment, industry is still waiting for a definitive version to be presented with September now seen as the earliest date for one.

Strategy documents need time to be worked through, agreed Australian Information Industry Association Queensland convenor, Doug Stevenson.

"But my feeling is the industry has been somewhat disappointed the process has taken as long as it has."

He typified the past year as "a period of marking time with a lot of re-alignment [of the bureaucratic structure] and a lot of effort without too many signs of results."

It was true that Mackenroth quickly delivered on a promise to pull diverse government IT initiatives into a single communication and information division.

"They have done a good job of getting it up and running but at the end of the day it was a repackaging of what was already in place," the AIIA's Stevenson said.

In terms of a new general manager for the division, "we would be looking for someone who is out of the mould of the long-term bureaucrat."

Veteran civil servants were often "tied down by process and we would be hoping for someone with more punch to shake up the action".
