The number of visas issued has ballooned in recent years with more than 46,000 IT workers receiving permits last financial year.
The federal government's migration program is running at record levels bringing in 145,000 in 2007.
Also last year 457 visas to IT professionals jumped 35 per cent while the number of engineers migrating to Australia doubled.
The proposals will be considered by the Minister in April when the panel completes its report.
A spokesperson for the Department of Immigration was unavailable for comment at press time.
