NBN Co appoints regulatory affairs principal

Will lead NBN Co's access undertaking to the ACCC

The NBN Co has appointed a principal regulatory affairs, Clayton Utz senior partner Caroline Lovell, as its internal and external liaison on legal matters.

Lovell, an experienced commercial lawyer with extensive background in the communications sector complemented by regulatory experience, will represent the NBN Co on all regulatory discussions and submissions and dealings with organisations such as the ACMA, the DBCDE, ACCC, and ASIC.

“NBN Co is in the process of preparing its special access undertaking for submission to the ACCC later this year. It will outline its basic service offering and pricing and Ms Lovell will lead this work going forward,” NBN Co head of corporate services, Kevin Brown, said in a statement.

According to NBN Co, Lovell has formulated and negotiated a number of commercial arrangements in the communications sector for the supply and installation of networks, mobile virtual network agreements, supply of services, spectrum trading and usage, and arrangements between land owners and carriers in relation to telecommunications infrastructure.

She has advised Australian and international clients on the regulatory implications of proposed activities or transactions and is an author of industry text, LexisNexis' Communications Law and Policy in Australia (the 'Silver Service').

The announcement comes after the recent launch of the network operations centre (NOC) in Tasmania.

The centre will be operated by Opticomm and assist the customers who connect to the national infrastructure project, helping to ensure their service is reliable.

It will also take service orders from retail service providers, coordinate provisioning and fault repairs, manage network traffic, and providing data for billing purposes.
