“I agree, but a small correction. Alcatel has not admitted SEC's allegations, but to pay a fine as settlement (when they realised they could not win the case). So Quigley is absolutely lying here to the public here, the reason he and Beaufret were not formally investigated or other senior roles is because Alcatel Lucent settled the case before it got to that stage. And they had been sacked anyway. Their new management said that as part of remediation the company now has a new CEO, executive committee and board of directors. I think that makes it crystal clear. They were seen as responsible and they were replaced. Clearly this NBN now has a massive taint all over it. “I think tiered pricing based on speed by NBN Co may well be its undoing. Many of users migrating from ADSL will look at the 12/1Mbps and 25/5Mbps and compare the prices with wireless competition. There is a fair chance that wireless will offer cheaper plans (at least in metro areas) and many will choose wireless, disconnecting the home phone. If plan prices were based on quota, then 1Gbps then wireless wouldn't look that attractive. If we make the assumption that the cost difference between delivering 12Mbps and 1Gbps is minimal then the 6 fold difference in wholesale costs suggests that already. This means that it is already difficult to relate wholesale prices charged by NBNCo to the actual costs incurred. We risk being in the same situation as currently with various arguments about the cost of Telstra infrastructure.
