CIO seeks senior executives as part of implementing recommendations of First Principles Review

The Department of Defence is seeking a number of senior IT executives to join its Chief Information Officer Group.

The positions are all at the Senior Executive Service Band 1 level.

Defence is seeking leaders for three divisions within the CIOG: Chief Technology Officer, Information Communication Delivery and Information and Communications Operations. In addition, the department is seeking an assistant secretary to lead ICT Security.

“In line with organisational changes resulting from the First Principles Review, the Chief Information Officer Group is now working to fill a number of senior executive positions,” a Defence spokesperson said.

“A number of these positions are new and some are existing vacancies,” the spokesperson said.

“Like a number of areas within the department, the Chief Information Group is working to match the future ICT requirements with the best available talent, hence our approach to the market.”

The First Principles Review was released in April 2015.

It identified a "costly and complex" application landscape within Defence as a source of waste and inefficiencies.

The review said that although the department intended for chief information officer Peter Lawrence to be responsible for information management across Defence, “in practice accountability has remained fragmented and unclear”

“There has been a lack of effective governance and control which has led to siloed solutions, especially in the military arena where the Chief Information Officer Group has less domain expertise and is further removed from the end user,” it argued.

The review made a number of ICT recommendations, including that Defence establish enterprise-wide frameworks for architecture standards and master data management.

“We also recommend that Defence embark on a pragmatic implementation road map to standardise business and information processes and their supporting applications,” it said.

“This will necessitate a move over time to a small number of standardised information and communications systems supporting enterprise-wide processes and a radically simplified application landscape through retiring legacy solutions and adopting enterprise master data.”

It said that to support the CIO, Defence’s Chief Technology Officer should be formally recognised “as the technical authority with appropriate ‘red card’ decision rights”.
